Maryland Question 3 is about amending the state constitution. It's about how congressional districts are drawn. Voters can say yes or no. A yes vote supports the amendment. A no vote rejects it. The result could alter Maryland's representation in Congress. WUSA9 and WBAL-TV have explained the issue. They say a supportive vote means the drawing of districts could change. A no vote maintains the existing system.
