Critics maintain say Tillis, formerly a vocal champion, now has diminished sway. The Senate lost a key figure when Lindsey Graham died on July 14. This leaves more openings for top positions. The GOP contested the SAVE Act throughout the week. Backers urged aggressively, but others called the effort feeble. They maintained the bill had no firm roadmap.
